Site-to-Site VPN using two DrayTek 2820 routers

I need to connect two sites together using a permanent VPN with some DrayTek 2820n routers. I have already configured the routers and established a PPTP VPN between the sites, but neither site can see each other.

Here is the current configuration:

SITE 1 - HQ
Services: SBS 2008, DHCP Server, DNS Server, Email, Internet etc
Network IP range: 10.1.1.0/24
DHCP/DNS IP: 10.1.1.1
Gateway IP: 10.1.1.5
Gateway Router: DrayTek 2850n
VPN Gateway IP: 10.1.1.16
VPN Router: DrayTek 2820n
Connection Type: VDSL2 (using Openreach modem connected to WAN2)


SITE 2 - Satellite Office
Services: None (workstations only)
Network IP range: 192.168.1.0/24
DHCP/DNS IP: 192.168.1.1
Gateway IP: 192.168.1.1
VPN Gateway IP: 192.168.1.1
VPN Router: DrayTek 2820n
Connection Type: ADSL2+ (connected via WAN1)

Using the "Ping Diagnostics" tool on each VPN Gateway at each site, I can ping...
